Technical Error Frustrates Rehabilitation of the Levant Dike
On March 28, an extraordinary governing board approved the cancellation of the procedure to award the rehabilitation works of the Levante Dike promenade in Torrevieja, a key project promised by the Popular Party for more than four years with a budget of 8.3 million euros.

The promenade, which runs 1,400 meters along a dike that surrounds the bay of Torrevieja, is in urgent need of repair due to the deterioration of its wooden planks and metal railings. This deterioration has resulted in claims for falls and a bad image for tourism.
Five Months Lost due to an Allotment Error
The tender, which was cancelled after being in place since November, was due to be completed along with the refurbishment of the seafront and a new leisure area. The reason for the cancellation was a technical error when the offer of one of the competing companies, Grupo Bertolín, was mistakenly evaluated with zero points, even though it did submit its offer. The error was detected during the opening of the economic envelope.
As a result, the contract was completely invalidated and each of the four companies that participated in the process will receive 7,030 euros as compensation for the work of preparing their bids. The new bidding process will be carried out outside the framework agreement, allowing greater discounts and expanding participation to more companies.
The mayor of Torrevieja, Eduardo Dolón, avoided explaining the situation during a recent visit by the director general of Ports, mentioning only that there was a "problem" without giving more details.
